The Observatory has a multidisciplinary composition, including representatives from government authorities, local authorities, and professional organizations.
It also relies on a permanent secretariat, based at the General Treasury of the Kingdom.

- One representative from the government authority in charge of Equipment;
- One representative from the government authority in charge of Trade;
- One representative from the government authority in charge of Health;
- One representative from the Regions;
- One representative from the Provinces and Prefectures;
- One representative from the Municipalities;
- One representative from the Moroccan Federation of Council and Engineering;
- One representative from the National Federation of construction and Public Works;
- One representative from the Federation of Trade and Services;
- One representative from the National Council of the Order of Architects;
- The Director General of Local Authorities or their representative;
- The Budget Director at the Ministry of Economy and Finance or their representative;
- The President of the National Commission of Public Procurement or their representative;
- The Director of Public Enterprises and Privatization or their representative;
- One representative from the National Agency for the Promotion of Small and Medium-sized Enterprises;
- One representative from the High Commissioner for Planning.
