Public procurement is considered a key driver of our country’s economic, social, and environmental development.

As such, it must be properly managed, with a rigorous monitoring of its performance and transparency.

The establishment of the Moroccan Public Procurement Observatory responds to several strategic imperatives:

  • It is a direct implementation of the 2011 Constitution, which enshrined the "right to information" as a constitutional right;
  • It also fulfills the recommendations made by various constitutional institutions and the Special Commission on the New Development Model, which, among other things, called for greater transparency in public procurement through the regular publication of related indicators and data;
  • It reflects the Government’s commitment to recognizing  public procurement as a tool for wealth creation and the reduction of inequalities.

The Moroccan Public Procurement Observatory is housed within the General Treasury of the Kingdom, in accordance with Article 158 of Decree No. 2-22-431 of March 8, 2023, relating to public procurement. It was created by Decree No. 2.22.78 of April 22, 2024, establishing the Moroccan Public Procurement Observatory.
