Morocco draws inspiration from the experience of Lithuania, considered one of the most advanced European countries in the field of Sustainable Public Procurement (SPP) and the digitization of public procurement.

The exchange, conducted by a delegation from the Moroccan Observatory of Public Procurement (OMCP) with key institutional players and Lithuanian experts, provided an opportunity to discuss the integration of environmental criteria into public tenders and the practical modalities for collecting and publishing data related to public procurement in general.


Carried out under the "Green Budget Transition" program and financed by the French Development Agency (AFD) and Expertise France, this exchange is part of the implementation of the OMCP's action plan. It aims to strengthen the capacities of its members, foster openness to inspiring international experiences, and develop technical cooperation regarding sustainability and data governance in public procurement.

As a reminder, the Moroccan Observatory of Public Procurement was created by Decree No. 2.22.78 of April 22, 2024. Its mission is to collect, process, and analyze data relating to public procurement, as well as to promote and enhance the value of the related economic, financial, and accounting information. The Observatory also aims to analyze the economic impact of public procurement and to conduct thematic studies linked to its missions.
