Recovery of public debts

The recovery of public debts is one of the main tasks of the TGR. In addition to non-tax revenue (fines, pecuniary sentences, payments for services), the collection covers taxes and duties of territorial communities : professional tax, housing tax and municipal services tax.

The TGR ensures the control and payment of public expenditures. The TGR network monitors the regularity of commitments for almost all government spending. In view of commitment proposals and payment orders from accredited authorizing officers, the TGR settles the claims of the State.

Through its network of treasurers and collectors, the TGR manages the budgets of 1,590 local authorities, 86 groups and 41 districts — collecting revenues, settling expenses, paying staff and keeping accounts.

The TGR manages Treasury deposits and participates in the financing of the State treasury. It manages the accounts of companies and public establishments obliged to deposit their funds, as well as deposits of other legal or private persons.

The TGR keeps the accounts of the financial operations of the State and local authorities. It has initiated a national accounting reform that entered into force in 2018 for the State.
